WHEN I FOUND OUT ABOUT THE PROBLEM, I TRIED ALL POSTED SOLUTIONS. I went to Windows/IE site to install IE10 over what I have and it refused, saying I already had a more current version. Thank YOU!!! Win7 upto date browser is Inet Exp 9 pre SP1, and maybe 10 or 11 post SP1.

To turn off Tracking Protection, click the Tools “gear” button and Manage add-ons. I have an article on that, “How do I remove malware?” There are some things that you can try there including a repair reinstall of Windows. So I thought I would post it here and hopefully help out thousands of other people like me. all it does basically is (re)register some DLLs who are required by Internet Explorer.
It worked for IE 11.. Finally, after restarting the computer I did a fresh installation of IExplorer 8 from an installer downloaded from Microsoft using a second computer and a USB stick (because the first computer option 3 worked for me. SO I INSTALLED MY LAST BACKUP, AND ALL IS FINE AGAIN. Conduit makes a program called SpyBot. There are three solutions here, among which two are the official solutions proposed by Microsoft.
